La Secretaría de Energía informa que al 30 de diciembre de 2016 se encuentran vigentes 402 permisos de importación de combustibles automotores, de los cuales 164 permisos corresponden a gasolina y 238 a diésel. Estos permisos han sido otorgados a un universo de 233 solicitantes.
El volumen total registrado en los permisos vigentes equivale a más de 4 y 6 veces la demanda real de gasolina y diésel del país, respectivamente. Cada empresa decide libremente el volumen a importar de estos petrolíferos, siempre dentro del volumen máximo solicitado en su permiso previo de importación.
Los volúmenes amparados en estos permisos son únicamente indicativos del interés comercial de las compañías solicitantes y no reflejan, con ninguna precisión, la futura composición del mercado de importación de gasolina y diésel en México.
La importación privada de gasolina y diésel por vía marítima requiere la finalización del proceso de temporada abierta de Pemex Logística para el acceso a la infraestructura de terminales marítimas y ductos así como la alineación de precios con el mercado internacional, con el fin de evitar pérdidas económicas a las empresas participantes, incluida Petróleos Mexicanos y así detonar el desarrollo de infraestructura necesaria en este sector. La Comisión Reguladora de Energía coordina la temporada abierta de la infraestructura de Pemex Logística bajo condiciones de acceso abierto, transparencia y competencia, pudiendo ser monitoreada por cualquier ciudadano interesado.
En adición a los permisos de importación de combustibles automotores, la Secretaría de Energía informa que se encuentran vigentes 139 permisos para la importación de gas licuado y 31 para turbosina.
El trámite para la obtención de los permisos de importación es gratuito y se realiza a través de la ventanilla única del gobierno federal, en un plazo máximo de 12 días, a través del siguiente vínculo:
