Ciudad de México, 15 de febrero de 2017.- Con el objetivo de establecer las reglas en materia de contenidos y los criterios de clasificación que deben observar los concesionarios que presten servicios de radiodifusión o de televisión y audio restringidos, la Secretaría de Gobernación publicó hoy en el Diario Oficial de la Federación los lineamientos de carácter obligatorio para todos quienes presten servicios de radiodifusión, mismos que entrarán en vigor a partir de mañana.
La dependencia subraya que en los lineamientos emitidos prevalece el respeto a los derechos humanos, el principio del interés superior de la niñez, a fin de garantizar de manera plena sus derechos, así como la perspectiva de género.
Agrega que los concesionarios que presten servicios de televisión y audio restringidos no están sujetos a los horarios de difusión de los contenidos, sin embargo, advierte, “deben hacer del conocimiento de la audiencia la clasificación y advertir sobre aquellos contenidos que puedan resultar impropios o inadecuados para los menores de forma clara y explícita”.
Los lineamientos emitidos por Gobernación establecen que las clasificaciones para categorizar los contenidos en radio y televisión son: “AA”, para el contenido dirigido al público infantil; “A”, para para todo público; “B”, para adolescentes y adultos; “B15”, para adolescentes mayores de 15 años y adultos; “C”, para adultos, y “D”, para el contenido dirigido exclusivamente para adultos.
Establecen, asimismo, la obligación de que los prestadores de servicios hagan del conocimiento del público la clasificación y, en su caso, “advertir sobre los contenidos que resulten no aptos para el público infantil”, así como de “presentar en pantalla el título y la clasificación correspondiente al inicio y a la mitad de cada programa con una duración mínima de 15 segundos cada vez”.
Los concesionarios y programadores que presten servicios de radiodifusión deben transmitir los contenidos clasificados de acuerdo a las siguientes franjas horarias: para la clasificación “AA” en cualquier horario; “A”, en cualquier horario; “B” de las 16:00 a las 5:59 horas; “B15”, de las 19:00 a las 5:59 horas; “C”, de las 21:00 a las 5:59 horas, y “D”, de las 00:00 a las 5:00 horas.
La regulación en la materia establece criterios por categoría para el manejo temas relativos a violencia, adicciones, sexualidad y lenguaje.
