A fin de reducir de 500 a 250 el número de diputados y de 128 a 96 los integrantes del Senado por ambos principios, la senadora del Grupo Parlamentario del PRD, Angélica de la Peña Gómez, propuso modificaciones a los artículos 52, 53, 54 y 56 de la Constitución.
Al presentar la iniciativa correspondiente, ante el Pleno del Senado, expuso que en la Cámara de Diputados se disminuye el número de legisladores por el principio de mayoría relativa y representación proporcional, hasta en una mitad, y en la de Senadores por el principio de primera minoría, sin afectar la representación proporcional.
La senadora del Grupo Parlamentario del PRD cuestionó el costo que tiene a las finanzas nacionales los partidos políticos, pues esos recursos podrían servir para combatir la pobreza y la desigualdad en el país.
Y agregó: “¿Qué tan necesaria es ahora la representación proporcional y qué tan cara es la democracia en México?”
Durante la sesión de este miércoles, explicó que la reducción de legisladores y la división geográfica electoral se reducirían a 125 distritos electorales y la asignación de diputados plurinominales sería también de 125 diputados en las cinco circunscripciones plurinominales.
Mencionó que se tendría un ahorro significativo al reducir a la mitad a los diputados y eliminar la figura de senadores de primera minoría; no obstante, no se vería afectada la pluralidad política del país.
De la Peña Gómez planteó que en el caso del Senado se propone que los legisladores informen a los ciudadanos al término de cada año legislativo de las actividades legislativas, de representación, oficiales y de grupo parlamentario que hayan realizado en dicho periodo, a fin de garantizar la legalidad, fiscalización, transparencia y rendición de cuentas.
La propuesta de modificación a diversos artículos de la Constitución fue turnada a las comisiones unidas de Puntos Constitucionales, Gobernación y Estudios Legislativos, Primera.
