El secretario general adjunto de la ONU para Asuntos Políticos, Jeffrey Feltman, pidió a los Estados hacer más por garantizar una cooperación internacional adecuada y eficaz para abordar el crecimiento del terrorismo transnacional ahora que el ISIS expande su ámbito de ataques y los combatientes terroristas extranjeros salen de Siria e Iraq.
Al presentar ante el Consejo de Seguridad el cuarto informe del Secretario General sobre la amenaza que supone esa organización fundamentalista para la paz y la seguridad internacionales, Feltman sostuvo que si bien muchos terroristas extranjeros se quedan en la zona de conflicto, los que regresan o se marchan podrían plantear un grave peligro para el país de origen o para los países a los que viajan.
“El Secretario General ha advertido que el terrorismo exacerba los conflictos y que no hace falta mucho para desatar una crisis que pueda abarcar a un país o a una región, con consecuencias mundiales. Ha instado a los Estados miembros a intensificar los esfuerzos para resolver conflictos, incluido a aquellos que son responsables del incremento dramático del terrorismo mundial”, dijo Feltman.
Añadió que como parte de las acciones que se pueden adoptar para frenar, controlar o hacer retroceder al ISIS está la de intensificar los esfuerzos para prevenir y resolver los conflictos violentos que impulsan el terrorismo, y a los que el terrorismo, a su vez, empeora.
“En última instancia, la propagación y la consolidación de la paz y la seguridad y el desarrollo de los derechos humanos es lo que privará de manera más exitosa al terrorismo del oxígeno que necesita”, señaló el alto funcionario de la ONU.
El informe del Secretario General subraya que ISIS está en la defensiva militarmente en varias regiones y que aunque ve sus ingresos y el territorio bajo su control disminuir, todavía parece contar con fondos suficientes para continuar luchando.
Según el texto, el grupo terrorista se financia principalmente de ingresos procedentes de la extorsión y la explotación de hidrocarburos.
