Boca del Río, Ver.- El Gobernador de Veracruz, Miguel Ángel Yunes Linares, presentará al Congreso del Estado una iniciativa para reestructurar la deuda pública de la entidad, es decir, renegociar los créditos ya vigentes para lograr mejores condiciones de pago.
Dijo que el objetivo es tener plazos más largos y tasas de interés más bajas, así como disminuir el porcentaje de participaciones federales afectadas y liberar reservas, lo que permitirá contar con recursos adicionales para enfrentar un déficit presupuestal de más de 21 mil millones de pesos en 2017.
El Gobernador Yunes señaló que debido a que administraciones anteriores, por más de 12 años incurrieron en graves irregularidades y violaciones a la ley, el Estado de Veracruz cuenta con deuda de largo plazo en montos superiores a los $47 mil mdp contratada con BANOBRAS, diversos bancos comerciales y emisiones bursátiles.
Detalló que estos financiamientos tienen tasas altas, aforos desproporcionados, condiciones de penalidad exageradas, o plazos cortos, por lo que es indispensable eliminar la deuda pública actual y sustituirla con una nueva contratada en mejores términos y condiciones para el Estado.
La estrategia para el refinanciamiento de la deuda tendría 3 fases:
1.- Mejorar la Calificación del Estado con las acciones realizadas en diciembre y enero.
2.- Primera Ronda. Llevar la deuda hasta 30 años de plazo, bajando la tasa promedio de los créditos, con esto la calificación crediticia del Estado podría elevarse al rango de A.mx.
3.- Segunda Ronda. Con una calificación de A.mx o superior, el Estado estaría en posibilidad de acceder a financiamientos más baratos, en mejores términos y condiciones, lo cual permitiría regresar a un esquema de finanzas sanas.
Los beneficios del refinanciamiento serían:
– Lograr un ahorro sustantivo en el pago de intereses.
– Liberar casi la mitad de participaciones federales comprometidas, cifra que actualmente es de 67.3%.
– Liberar reservas de hasta 300 mdp, dependiendo de las condiciones que soliciten las instituciones financieras.
El Gobernador Yunes informó que el Secretario de Hacienda y Crédito Público acordó apoyar y acompañar al Estado en todo el proceso de reingeniería financiera.
