Xalapa, Ver., 20 de septiembre de 2016.- Veracruz avanzó del lugar 13 al 10, en el sexto reporte Doing Business del Banco Mundial, que captura diferentes dimensiones del clima de negocios en los 32 estados mexicanos mediante cuatro indicadores que afectan cuatro etapas de la vida de una empresa: apertura, obtención de permisos de construcción, registro de la propiedad y cumplimiento de contratos.
En la presente edición, los indicadores incorporan nuevos componentes diseñados para medir la calidad de la regulación y de los servicios prestados. Doing Business analiza en qué medida las regulaciones gubernamentales fomentan o restringen la actividad empresarial, lo que también se interpreta como ¿Dónde es más fácil hacer negocios en México?; en 2010, Veracruz ocupaba el lugar 24.
En dicho estudio se destaca también la creación en la entidad, en 2014, de la Dirección de Trámites y Servicios, así como una Ventanilla Única que recibe expedientes de Desarrollo Urbano, Medio Ambiente, Protección Civil, Catastro, Vivienda y Tesorería. Como consecuencia, la duración del proceso para permisos de construcción se ha reducido en dos semanas.
Otro rubro que distingue a Veracruz en Doing Business es el de la transferencia de propiedades que sólo cuesta un 1.8 por ciento del valor de la propiedad, gracias a que las tasas del impuesto sobre adquisición de bienes inmuebles son de las más bajas del país.
Veracruz es también una de las entidades donde la inscripción en los Registros Públicos de Comercio estatales supone un menor tiempo: sólo dos días, mientras que en otros estados los trámites tardan de tres semanas hasta un mes.
