Xalapa, Ver., 8 de febrero de 2017.- La Fiscalía General del Estado (FGE) en coordinación con la Comisión Nacional de Derechos Humanos (CNDH) inició el Programa Anual de Capacitación en Derechos Humanos y Procuración de Justicia que se aplicará en 2017 en todo el territorio estatal.
Al presidir la ceremonia inaugural, el Fiscal General del Estado, Jorge Winckler Ortiz advirtió a personal pericial, agentes de la Policía Ministerial, fiscales y administrativos, que “una vez reforzados sus conocimientos, no habrá excusas para infringir la ley o hacer uso de trasgresiones y crueldades hacia nuestros semejantes, porque debemos tener en claro que nuestro deber es hacer cumplir la Ley en la loable tarea de procurar justicia”.
Expresó que la productividad continua es una exigencia en esta nueva administración, en la cual los servidores públicos deben aplicar un sentido humano en su diaria labor, en la que se respeten y cumplan las garantías individuales de las personas puestas a su disposición; así como la integridad jurídica y emocional de las víctimas; sobre todo hacia los menores de edad; aplicando la igualdad de género.
Winckler Ortiz afirmó que más de dos mil servidores públicos del organismo autónomo a su cargo serán capacitados, a fin de que adquieran el conocimiento de causa necesario para distinguir y evitar actos de tortura, al actualizar su experiencia en el marco del sistema jurídico mexicano.
El plan se desarrollará de febrero a diciembre del presente año y constará de talleres, conferencias y cursos presenciales y a distancia, en temas como Sociedad civil y cultura de los derechos Humanos, Declaración sobre la protección de todas las personas contra la tortura y otros tratos crueles, inhumanos y degradantes; Igualdad y no discriminación; igualdad de Género; Educación en y para los Derechos Humanos; Lineamientos generales para la puesta a disposición de personas u objetos y Derechos humanos y violencia; entre otros, en los que se emplearán las bondades que caracterizan a la educación en línea, vía Internet, como son la ubicuidad, la atemporalidad y la permeabilidad.
