A partir de las reformas laboral y fiscal, los 2 programas de formalización en el empleo, la mejora en la eficiencia recaudatoria y el fortalecimiento de las labores de fiscalización, en lo que va de la administración del Presidente Enrique Peña Nieto se ha logrado la generación de 2,404,980 puestos de trabajo formales. Esta cifra es histórica pues representa tres veces más los empleos formales generados en el mismo periodo de la administración anterior y supera los empleos generados en todas las administraciones anteriores durante el mismo periodo.
Esto se ha traducido, según datos publicados por el Instituto Nacional de Estadística y Geografía (Inegi), en una reducción en la tasa de desocupación nacional de 5.05% a 3.37% y en la tasa de informalidad de 60.13% a 56.75%, de noviembre de 2012 a diciembre de 2016.
La informalidad reduce la productividad y afecta el bienestar de los trabajadores y de sus familias y por el contrario, un trabajador formal accede a atención ilimitada en salud; cobertura ante riesgos de trabajo, invalidez y vida; pensión para el retiro; apoyos para el cuidado de sus hijos a través de guarderías, y apoyo en materia de vivienda.
Derivado de lo anterior y con el objeto de seguir reforzando dichos indicadores, el Servicio de Administración Tributaria (SAT) y el Instituto Mexicano del Seguro Social (IMSS) firmaron un convenio de colaboración que permitirá estrechar los esquemas de coordinación que existen entre ambas instituciones encaminadas a detectar, combatir y prevenir esquemas de evasión en materia fiscal y de seguridad social.
El convenio de colaboración establece que dentro de los esquemas de colaboración a fortalecerse se encuentran el intercambio de información, el aprovechamiento de los sistemas tecnológicos para compartir y explotar la información, el diseño de estrategias para el combate a la evasión y defreaudación fiscal, así como el ejercicio conjunto, simultáneo o sucesivo, de actos de comprobación de las obligaciones en materia fiscal o de seguridad social.
El trabajo eficiente de las autoridades tributarias fomenta la equidad y competencia; genera certidumbre, y encarece los actos ilegales. A través de estas medidas el SAT y el IMSS expresan su compromiso de combatir los esquemas ilegales en perjuicio del fisco federal y de los trabajadores en materia de seguridad social.
